Refines method to set the firebase data.
Refine how to handle fixture data: define has much as possible of the fixture in json file (renamed to "fixtures.json").
add rules for questions read and creation.
add API to manipulate question and comments

TODO:

rules to edit and delete questions (including up-voting a question)
all rules regarding questions answer and their comments.
implement the API methods.
