Add commands to manage the classmentors database #90

setup: set badges, schools and default settings.
backup: backup badges and schools defined in the database to files in database/data.

I moved security_rules to database. It groups the rules, the tests and the backed up static data and the default settings.

The list of paths to back up or to set default to are defined in firebase.json, in the custom property, “_maintenance”.
