Using Psi 0.15-4 from the Debian 9 (stable) repository, I see the following behaviour when I attempt to use cheogram.com's ad-hoc command.
Add cheogram.com to roster, right-click, get to Execute Command menu, then click the only sub-item ("[blank]")
From the Execute Command drop-down list that then appears, select the "Configure direct message route" option (the only item in the list, since this JID isn't registered with Cheogram) then click Execute
Wait indefinitely (for at least a minute anyway) as the Psi logo continues animating itself
It seems that instead of waiting indefinitely, Psi should show me a textbox asking for the gateway/transport that I'd like to try registering with.
