Final cleanup before 2022 data release

Purpose

Implement final changes to documentation and certain warning messages.

What the code is doing

• Updates version from v0.2.2 to v0.3.0
• Updates citation and license files.
• Changes dependency on gridemissions to fork in singularity-energy organization.
• Updates the pudl dependency to the oge_release branch of singularity-energy/pudl
• Adds description of known issues to the documentation.
• Adds several additional boiler configurations to the NOX emission factors to address warnings raised in 2019-2021 data pipeline.
• Adds a new notebook to start addressing issue of missing timestamps (will not be finished in this PR, this is future work)
• Updates the notebook used to zip data for upload to S3 and zenodo

Testing

Ran entire pipeline for all years 2019-2022, no errors, only expected warning messages.
