Purpose

This PR merges in several infrastructural / code hygiene changes that have occurred since the 0.3.0 release. These include:

• Adding eGRID2022 to the set of downloaded files available in the open_grid_emissions_data folder (https://github.com/singularity-energy/open-grid-emissions/pull/337)
• Allowing for OGE output/result files to be accessed from an AWS s3 bucket when OGE is imported into other packages (https://github.com/singularity-energy/open-grid-emissions/pull/338)
• Moving several constants and conversion factors spread throughout the repository to a single file (https://github.com/singularity-energy/open-grid-emissions/pull/339)
• Update the logging configuration to only export a log file when the main data pipeline is run (https://github.com/singularity-energy/open-grid-emissions/pull/340)
• Updating several package dependencies to address security updates (https://github.com/singularity-energy/open-grid-emissions/pull/341)
• Updates small errors in README file

Since none of these updates affect the data outputs, this will be considered a patch release, so no new data release will be published.

Other updates

• In addition to the above PRs, I directly committed to development in order to update the package version to 0.3.1
