Auto scroll up in the option panel #329

-What steps will reproduce the problem?
 1. Auto scroll up in the option panels each time, when we enter a value or click on any cases.

-What is the expected output? What do you see instead?

No automatic scroll up, 
or if for any reason it's necessary, having possibility to disable that in the 
option menu.

-What version of the product are you using? On what operating system?

0.220 on Win7 X64

-Please provide any additional information below.

it's really irritative (sorry to say that) and some time the reason of some 
setup error.

For exemple, I enter the diameter tool value,
and want to change another value just below, and wooop, I forgot, it scroll 
fast after entering something,and I click anywere I don't know where.

(French inside, I hope my english is understandable)
