CITATION info wrong/incomplete #209

According to the R Journal (https://journal.r-project.org/archive/2016-2/index-bib.html), the citation should include the following information:

Your citation info is lacking a DOI, only has a URL to the journal page (not the article itself) and incorrectly specifies issue instead of number.

Thanks for reporting this! I have submitted a PR to fix this in #210. Please help double check as well.
