Niger BBAN is not supported #18

Hi, I have a IBAN coming from Niger which is not supported by your library, can you add it please ? Here is the specifications: image

Hi, I'll look into this later this week. Can you please write some samples of those IBANs ?

I have only one sample for now: NE58NE0950100116009626800113

Here is another one found on Internet: NE58NE0380100100130305000268
