Add configuration options that allow us to modify the number of ticks between a single instance of EMC generation/conversion and the amount of EMC generated per increment of ticks.
Why?
Power flowers are resource-intensive, especially when you place a lot of them in loaded chunks.
My ping when I'm away from my power flowers (I don't exactly have the best of computers).
My ping when I'm near my 12 power flowers. 6 of which have pedestals with Fast-forward set watches of flowing time.
