Cannot convert certians items to emc with gem of eternal density/void ring

Exact Forge version: Forge - 40.1.68

Steps to reproduce:

1. Take a gem of eternal density/void ring
2. set it so that it is able to convert any tool in your inventory to emc (aka set it to whitelist iron shovels)
3. it is unable to conver those items to emc
4. this can also be seen with totems of undying and other modded items that are worth a lot of emc

What I expected to happen: Convert certain items to emc with gem of eternal density/void ring

What happened instead: Doesn't convert items to emc with gem of eternal density/void ring
