Hurricane boots do not respect FOV accessibility setting #2237

Exact Forge version: 43.1.24

Steps to reproduce:

  1. Set FOV accessibility setting to 0%
  2. Equip hurricane boots
  3. FOV changes

What I expected to happen: FOV to not change.

What happened instead: FOV changed.

And speed buffs make this significantly more severe.
