Steps to reproduce: Have immersive Engineering and projectE in minecraft. Put pedestals around the industrial hemp seeds crops, make them grow and wait.

What I expected to happen: The industrial hemp seeds have 2 growths stages, the bottom one and the top one. Its expected to break only the top one, no need to be fully grown, the crop is intended to be broken the top part only, since the crop grows only to 100% when the top part is also grown.
What happened instead: Its breaking the whole crop, bottom and top when it reaches 100%, but only sometimes.
