Link design section of BIP Schnorr in Specification #125

Seems fragile to put an absolute link in the doc. And even a relative link will need to be changed when the BIPs get a number and are PR'ed to the BIP repo.

@jonasnick Yeah, I'm expected that we'll change it once a BIP number is assigned. We'll want to do that anyway for pretty much all references to bip-schnorr/bip-taproot/bip-tapscript in the current document as those names won't remain.
