P2P test for segwit #72

I included a commit from bitcoin/bitcoin#7862, which will hopefully be merged and backported to 0.12 at some point, in order for the duplicate tx getdata test to pass.

I think this is basically done for now... I'm sure there are more things to test still, but I don't think such additional testing needs to hold up including this in the main segwit branch.

Merged into segwit4. Feel free to send commits with upgrades to squash into it.
