Make Jenkins use deploy chroots #488

Currently, deploy chroots are not used during the automatic testing process.

This means:

we don't have the ability to run more than one build at once on Hijinks
our deployment runs with the host version of debian, instead of our targeted version of debian

We should change our Jenkins configuration to generate and use a deploy chroot.
