kbezugla and I started work on this, and it needs to be finished.

Next steps:

[x] Send table pre-reuse notification
[x] Send tables to reuse
[ ] Bring tables to WW15
[ ] Finish moving piles of servers
[ ] Get LAMP gone (#10)
[ ] Set up new production rack
[ ] Uncable inactive servers
[ ] Unify router connectivity
[ ] Set up UPSes in the new production rack
[ ] Transfer one router to new production rack
[ ] Test new production rack
[ ] Transfer servers to new production rack
[ ] Retire old racks
