Polish: Rules need to look consistent / New Screenshots #67

The Rules activity currently uses an old Activity Header and Sub Headers. It should be made consistent with the rest of the app.

I left the header because I think it helped to mark the bounds of the scroll view. It's inconsistent, but it's fine. I did change the subheaders to use the dashed line and AntonTextView.
