The Set Waypoint To is great for balancing pop on homeworlds. Set Waypoint to 250k and it will never drop the planet pop below the amount in the order, or offload onto a planet that has been filled. It would be good to have it as a percent though. For pop transfer, you want to load colonists off a planet, but not take the planet below 25% capacity.
If the order is unable to load/drop it should message the player.
