Starbases heal 100% every turn? #248

Had a starbase that had 80% damage, and was repaired to 100% the next turn.

In this game I was CA, and didn't have ISB.

It was my starbase. A completely empty one.

I wrote a test to test a Starbase damaged 400/500 and it only repaired 50 as expected. I wonder if there is something happening during an actual game
