Incorrect starting ship/starbase designs #258

IMG_2381 IMG_2380 The IT orbital fort should be called "Porthole to Beyond" and should have all slots half full of 6 mole-skin shields. Similarly, the starting starbase should have 8/16 mole-skin shields on all its "shield/armor" slots.

IMG_2389 IMG_2392 Just for the record, the starting "Swashbuckler" privateer design for IT players & the "Teamster" Medium Freighter design for JOAT races are also incorrect (PVT should have a laser & torpedo in place of the 2 fuel pods; teamster should have a scanner in the mech slot instead of a fuelpod.) Also starting ships for non-IT races with IFE & prop 2+ starting tech should have fuel mizers instead of long hump 6s.
