Tech Tags & AI Ship Design Improvements

Adds tech tags to tech items as a way of listing what properties they have and categorizing them into groups. TODO:

• [x] Implement TechTags and related functions on backend (both for retrieving parts and determining the best part to use)
• [x] Add tags to existing techs in techStore (copy paste yaaaaay)
• [ ] Delete/migrate functions getBestXXX for non-planetary components as they no longer need to search for techs themselves
• [x] Revamp ship design function to use tags and be more robust & mod-compatible
  • [ ] Add tests for above changes to ensure it doesn't break everything
• [ ] Implement SvelteTagsInput on frontend
  • [ ] Add tags search feature
