Add auto-merge setting option to merge newly produced ships with existing idle fleets at location #533

With the settings option enabled, if a ship is made at a planet while there are other fleets consisting solely of that design sitting idle at said planet, the new ships should be merged into the lowest # idle fleet at that planet. (For those that enjoy lots of excruciating micro, it would be disableable.)

I want to give the player more flexibility on assembling fleets for their builds. This is a good step in that direction.

This should also work with routing as well. Funny enough, there is actual precedent for this in vanilla Stars!, as remote miners routed to a planet will automatically merge themselves with other miners at the routing destination on arrival.
