"!pblimiter status" output modifications #24

I've made several modifications to PBLimiter status output, so it will display it's status in a dialog window instead of chat. Sort PBs according to their average time and display total time in per-player mode. I hope you'll like that.

I like these modifications.

Actually an Admin command would be neat so I as admin could look up limits from certain players or maybe even factions using this command from the discord bridge or ingame without accessing the torch UI.

But thats something I add a separate Issue for
