Macro atom data files for C and O #1036

First attempt at C and O macro atom data made from my X-ray dataset (SAS, Oct 2023).

These cover only the Li-like stage upwards for both elements. I've tested that they run, but not made any comparisons with e.g. non-macro atom runs to see how these look.
