Losing ability to "delete" with all building tools after leaving Plan Totem radius and returning.

I have my totem radius set to 50.

To replicate, I load into my world at my base, already within the Plan Totems radius. Using any build tool, modded or vanilla, I build a bit, delete some misplaced pieces etc. I put the tools away, and go out to gather more resources. I'm definitely outside the Plan Totems radius were I go, and my base gets unloaded. After returning and grabbing the tools again, I'm still able to place pieces but can no longer delete them.
