Drop cIOS 249 Requirement for just save extraction #85

Savegame Extractor, which does not require cIOS 249, is what the extraction 
portion of Savegame Manager and SaveGame Manager GX are based on. (it's 
Savegame Installer that requires cIOS 249)

However, even if you only wish to extract a save (i.e. for use with the Dolphin 
emulator), neither Savegame Manager nor SaveGame Manager GX will boot AT ALL 
when cIOS 249 is not installed.

This is quite important for use with Dolphin because CleanRip, the main method 
of ripping games, does not require cIOS 249.  But what good is that if it's 
still needed for ripping your saves?
