Server-side Pehkhui Scale Types config #45

It would be good for the scale types saved and loaded by pehkui to be defined by the server.

The server should know which types are permanent and which types are set temporarily (and so shouldn't be switched) - so a server config makes sense.

In future, letting players turn allowed types off would be good too.
