IDM headway check #30

Change the headway check in IDM. If the headway is negative, warns the user and apply maximum deceleration.
add tests for IDM

Coverage increased (+1.3%) to 18.501% when pulling dc0ce97d4099314c465bc6ef10af6393bc37f218 on idm-fix into 91f96ace2e7db21bd8d9296203f18994e99b81a3 on master.

Tested locally to verify AutoRisk tests still pass. Confirmed. Also confirmed ngsim_env tests still pass.
