Implement a few high level functions:

get_lane: given a vehicle and a roadway returns the lane in which the vehicle is
lanes(r::Roadway) and lanetags(r::Roadway: lists all the lanes or lanetags present in r
collision_checker(scene::Scene, egoid::I): check whether the vehicle identified by egoid collides with any other vehicle.

Coverage decreased (-4.3%) to 77.39% when pulling fb671a57ba387850e2d77ad3f4dd7b613187cc1f on helpers into c6d0cc7c106b225b8fec5e5eb4906e92964170ed on master.
