Adding selection of journal mode for sqlite #680

Hopefully adds optionality to fix #679

Could also use an enum to limit the options that are providable here.

I ran through the setup instructions but wasn't able to get a successful test environment set up, but probably want your feedback @sissbruecker before going further.
