[Feature Request] Separated Service Configuration #22

An .airs file may be installed by a package manager and modifying it may have problems when updating. The feature, separated service configuration allows configure the service in a separated file, which solves the problem. Design of the feature also considers the future feature, multi-instance service (#21).
