Unexpected behavior occurs when double-pressing `Ctrl-Alt-Del` #33

When double-pressing Ctrl-Alt-Del, the reboot milestone is entered twice, concurrently. This is not the expected behavior and the behavior causes problems since some commands in the reboot milestone is not expected to be executed twice.
