Pr-condition "Send sub reminder" button is displayed (ie Member is in Accepted/ Lapsed status)

[ ] Popup a confirmation dialog when the button is pressed
[ ] Rename button to "Send sub reminder..." note the addition of trialing dots (this indicates that a dialog will pop up)
