I'm not sure what you were reading, Tom, but this is very dark stuff. Very dark indeed.
There is now at least one horcruxes living in test/bootstrap.php. Since this isn't production code, and also because WordPress, I'm okay with this.
This is primarily about improving testing. So yeah.
