"A new user has requested feedback." link is 404 #97

Hi Mike,

I might not have clarified this earlier. This isn't actually a bug. Please see the comments on issue #80.

Basically, the interface/code logic assumption is that the link in the email is temporary. Any time a proposal is edited for any reason, by any user, the url will change. This is to help insure the anonymity of proposals and to facilitate the blind peer review process.

If a link from an email doesn't take you to the proposal and you get a "404" it means that someone has edited the proposal.

This doesn't mean, however, that the proposal is lost. You can still view all proposals that are flagged as requesting peer review at this page: http://siteslab.org/cwcon/2014/proposals-need-review

This page is restricted to admin users because the proposal author name is revealed and linked to the user's account. I set it up this way because instead of having peer reviewers select proposals from a list, you indicated that you would like to assign the peer reviewers. By having a preview of the author's name and a link to the user's profile page you could (just as an example) make sure that you don't assign a peer reviewer from the same school, etc.

Hope this helps and clarifies how to access proposals that need to be assigned peer reviewers.
