Pdf compliance - fixes to achieve compatibility with federal specs #180

Fixes display and spacing issues in PDF for:

sets font size to 8 and 6 px instead of 8.5 pt which do not work with Jasper templates

Just templating, I'm going for it as locally it worked :)
