/api/unlocked-votes not sorted nicely #239

The front-end results page sorts all the votes nicely.

It would be nice if the json api for all the unlocked votes did this too.

[ ] Sort all unlocked votes ascending by verification #.
[ ] Always list verification # as the first property of every vote object.
[ ] Sort the column titles alpha-numerically in the same way they get sorted on the front-end.
