UI for Voter to Retry Drawn-Signatures if Rejected

We currently let admins request eSignatures, let voters submit them, let admins Approve or Reject, but then nothing happens if they are rejected.

What we need for this to fully work is to notify the voter their signature was rejected, and give them a chance to submit a new one.
