removed the startCapital validation #323

What does this implement/fix? Explain your changes.

Removed the startsCapital validation from first name and last name during the registration and editing of details of patient and donor. Also removed the same validation from the city, state, and country during validating the details of the hospital.

Does this close any currently open issues?
