IGM guidance doesn't work properly #52

Steps to reproduce:

1. Start custom mission with space wagon on earth
2. Launch panel: Set incl = latitude, alt = 1000, peri = 1000
3. Activate launch

Actual output:
Ship goes into target orbit at low altitude

Expected output:
Proper circular orbit @ 1000 km
