TMP_DIR parameter ignored #68

The value of the TMP_DIR parameter in the parameter file is ignored and output 
is written to the default /tmp

This might cause problems if the size of the /tmp folders in a cluster node is 
size restricted (making the job exit with a "no space left on device" error).

implement tests for all Flux delegated tools s.t. no write access incurs on 
system temp folder when user sets custom temporary path
