Review Course Structure, navigation control and general issues

All tree views in Admin module are slow and they should be revisited to
improve performance. (Overview/ People/ Course and Grade)

Issue 17 is being update to aggregate all Course issues:

- Create a Javascript Framework that will be used by the Courses to access iVela
functions
- Review Menu Structures in Admin pages
- Review Internal Course Structure
- Ability to send emails for determined Models
- Review Security for Course Resources
- Review Authorization for Course Resources
- Manage Transactions for Course Resources

Changes and new features details on this issue:

. Fix search topic in forum 
. Status in admin pages for unit contents has not been updated and tag values 
was
replaced
. Create a second cache level for hibernate
. Create cache for content course and renderServlet
. Saving email sended, be able to resend emails failed and internationalization
. Remove Scorecard option
. Fix challenges. They were not updating right exercises.
. Improvements in challenges to allow multiple answers as 'or' and 'and',

weigth and save answers.
