Otherwise external plugins won't be able to supersede internal functionality.

There's a little problem. If we load external plugins before the internal ones, 
they will be unable to get the trackingdevice properly, as in the current 
architecture there is no way of knowing if (and when) the device has been 
initialized. 

Loading plugins late prevents these problems as they are only added when the 
rest is running and active.
