feat: add quickstart instructions #156

PR to add quickstart instructions. The rest of the instructions are still very much outdated, but at least the quickstart will help one start a project successfully.

Nevermind about my version question. We would also need to update hooks/pre_gen_project.py to add '11' to the minor version list, putting this out-of-scope for this ticket.
