I think my original example was wrong, but according to Pyfa Scourge Rage Torpedoes require Missile Launcher Operation V, but Torpedo Launcher II's only require Missile Launcher Operation IV. So this issue should still be addressed.
A "Charges" tab was added to the skill planner window as of commit afaed08fc443a93636339ce246b4ef5b63846cdf.
Unlike other ammo, missiles require different skills for the different ammo types. It would be nice to add them to the Modules tab so that I could, for example, drop Caldari Navy Scourge Heavy Assault Missiles onto a skill plan, and know that I need Heavy Assault Missiles trained to at least level 1 to use them.
