api? #19

there are 7 ido_record in observation_record value for ido_keyname=2 but there are 577 records in observation_record table

I didn't find any data in observation_record_value table which ido_keyname=2

I suggest we should separate the development database and production database as the data correction problem will be more and more in the future if we keep using only one database for this.
