The covenant “promises” made to the fathers go back to Abraham. The fact that Abraham came before the law, and that promises were made to him, is very significant to the ministry of Paul during the Acts period.
Look at how Will looks forward to New Creation.
We have the Gen 12 promise to Abraham and the Psalm 132 promise to David. These are not conditional. God has guaranteed it.
It was the LORD (Jehovah) who made the promise to Abraham.
The initial promise was made to Abram in Gen 12, but when this is re-affirmed in Gen 15, the Lord uses the word "Covenant" specifically.
A will is a promise. It is a one-sided covenant in the sense that the receiver has to do nothing but accept the promise.
