(enhancement) filtering on the google pins #67

Imagine we reached a milestone of setting up 1000 school libraries. The google map will be too cluttered.

So, we need a way to filter the pins by some criteria.

For example, by ZIP CODE, by State, by District, By "Supported By" filters are good start.
