Don't focus/expose the OUTPUT panel on startup #1

We try not to grab/switch focus during startup especially because this extension activates on onStartupFinished.

We tend to use the output window more for logging and debugging when things don't work right. My preferred startup is the Terminal Panel and I can no longer have that. This is what my new VSCode session looks like.

Looks like the latest version does not have this issue. Closing it.
