Easy-mode seamless-jobless command (local only, using seamless-framework instead of Docker-in-Docker). Tell rprod users how to set it up.

Requires jobless to run run-transformation.py on bare metal, with arbitrary conda environments. Probably need to port the seamless-conda-env-* commands to run on bare metal.

With the redesign, jobless has been deprecated, but this feature is now available as seamless-delegate-minimal
